Setup to test RedoclyAPIBlock

Motivation and Context

adobe-dev-console currently doesn't use RedoclyAPIBlock: https://github.com/search?q=repo%3AAdobeDocs%2Fadobe-dev-console%20%3CRedoclyAPIBlock&type=code

This PR sets up a dummy API page so we can test the RedoclyAPIBlock, specifically to see if the CORS issue we were running into with adobe-io-website fresh-spectrum-less branch will be fixed here once the API spec is deployed to the same domain as the EDS page

How Has This Been Tested?

Will need to deploy this to stage to publish the content, and then deploy adp-devsite to test with Redocly's on premise license
