This PR pairs with ActivitySim/activitysim-prototype-mtc#2, which changes the settings to use the explicit chunking on the vehicle type model.
Be warned, until the categorical data types issue with sharrow #799 is fixed, this works well for the non-sharrow code but VERY poorly with sharrow turned on.
