Orca is the port of UrbanSim's simulation framework to a standalone library.
This will allow us to break dependency with UrbanSim.

Orca is the new library that contains what used to be known as the Urbansim Simulation Framework. I also copied the
reindexutility from UrbanSim so that ActivitySim doesn't have to depend on UrbanSim at all at this point.
