feat(config): added auto-releasing workflow

Description

Added auto-releasing workflow to release sdk-python with a new tag.

• Currently set the auto-releasing time to be every Tuesday at 1:00 PM EST
• Dry-run flag is only for testing purpose. Once it's confirmed we can have another PR to remove it.
