Updates to remove any versioning and call out released agent versions. Remove steps to manual enable as this is rolling out to prod.
This commit adds comprehensive documentation for the data access control
(Fine-Grained Access) feature as it moves from Limited Preview to General
Availability.

Changes include:
- New data-access-control.mdx: Main UI-based documentation for setting up
  and managing data access policies for log partitions
- New nerdgraph-data-access-control.mdx: Complete NerdGraph API tutorial
  with queries, mutations, and examples
- Updated user-management-concepts.mdx: Added Data Access Control section
  explaining how it complements RBAC
- Updated navigation files (accounts.yml and telemetry-data-platform.yml)
  to include new documentation pages

- Creating and assigning data access policies via UI and API
- Wildcard pattern matching for log partitions
- Multiple policy resolution and access rules
- Potential data exposure risks and mitigations
