  • Adds a line about the utility scripts to the CONTRIBUTING.md file to make them more discoverable for new contributors.
  • Adds checks to the create_new_event.sh script to validate whether an event's content and data folder already exists. If it does, the script should exit with a clear error message instead of creating a new subdirectory.

Closes #15457
