Create a page to explain how to find ids

Description

Adding a page that provides instructions to find IDs for various CircleCI elements.

Reasons

IDs are required for multiple actions. We need to have clear, easy to find documentation on how to retrieve them.

Please take a moment to check through the following items when submitting your PR (this is just a guide so will not be relevant for all PRs):
