Handle API timeouts and render data tests

Summary

• increase the evaluator API request timeout to two minutes and intercept timeouts with a fallback email-request flow
• add an endpoint and page to collect an email address and log requests when the evaluation takes too long
• render any returned data_test HTML after the Reusable group on the results page
