Links in TR/ refer to github.io version not internal anchors

It does look like some weird ReSpec bug. Links to definitions in other specs use /TR, but self-links use GitHub.io. Really, they should be Fragment references to the same document, which will require some process-time fixup. This, of course, affects the other specs too.
