Discussed in the Sept 11 PATCG call. The credit array should be of the form [<highest priority credit>, <second highest>, ...]. Per @michaelkleber 's argument, this allows us to conceptualize it as an infinite array growing with 0s. We had broad alignment from the group this would be easier to understand than the current form of the spec where the highest priority credit is at the end.
