Hi, I'm a core maintainer of eslint-plugin-gridsome that depend on vue-eslint-parser.

eslint-plugin-vue/lib/utils are great utils for a plugin that depend on vue-eslint-parser.
So I want to use the utils as vue-eslint-parser's module.
