Support @babel/preset-env's bugfixes option

What problem does this feature solve?

@vue/cli-plugin-babel/preset should allow to control bugfixes option of @babel/preset-env, cause it may reduce bundle size.

What does the proposed API look like?

Just add the same flag to vue-cli babel plugin
