pythongh-108223: test.pythoninfo and libregrtest log Py_NOGIL (python#108238)

Enable with --disable-gil --without-pydebug:

    $ make pythoninfo|grep NOGIL
    sysconfig[Py_NOGIL]: 1

    $ ./python -m test
    ...
    == Python build: nogil debug
    ...
