This PR updates ui-router/angular to support Angular v17 as a peer dependency. fixes: #986
Temporally updated url for sample-app-angular under downstream_projects.json to be able to run the app test in the CI checks for this PR. I completed this step using as reference PR #985, I will be available to make any changes necessary after tests passed.
