This should speed up the stress tester run if it can use cached compile products when building the Swift toolchain.

Can we specifically add support for --cmake-c-launcher --cmake-cxx-launcher?

similar to https://github.com/apple/swift-source-compat-suite/pull/337/files, this will allow for CI to provide specific location for binary.
