Post-process Release Changelog to Remove Duplicates

We could somehow post-process the release changelog file and remove duplicates. The duplicates are identified as, for example:

• Bump io.micrometer:micrometer-observation from 1.12.0 to 1.12.1 Bump io.micrometer:micrometer-observation from 1.12.0 to 1.12.1 #14283
• Bump io.micrometer:micrometer-observation from 1.12.1 to 1.12.2 Bump io.micrometer:micrometer-observation from 1.12.1 to 1.12.2 #14427

Both entries could be merged into one, something like:

• Bump io.micrometer:micrometer-observation from 1.12.0 to 1.12.2 Bump io.micrometer:micrometer-observation from 1.12.0 to 1.12.1 #14283 Bump io.micrometer:micrometer-observation from 1.12.1 to 1.12.2 #14427

Instead of customizing the release plugin we added a new workflow that will detect updates for the same dependency on a specific milestone and mark them as duplicate, preventing them from showing up on the changelog.
