Makefile: move back to using CCM master branch

scylladb/scylla-ccm#646 has been fixed,
so we can use the `master` branch of scylla-ccm again.

Hopefully this resolves the issue of scylla-jmx port not being
accessible after upgrade to Ubuntu 24.04.
