add CLA checker to assorted repos under scala org

afaik only scala/scala repo is covered, but we ought to have it for the modules, and scala-abide, and a bunch of other repos

scabot checks with the typesafe.com CLA controller and posts the result to github, for the repos that it's configured to watch (on being triggered by the githoob hook)

I think there's also a github hook on typesafe.com that triggers the CLA validation check, but I haven't looked into it much.

@szeiger, is this enough info to pick this back up? If we use scabot for all repos, there shouldn't be much to do except for making the jenkins connection optional for each monitored repo (since they use Travis)
