Generally I think we do this as part of moving the bootstrap compiler to the next beta release, which hasn't happened yet. Basically, we need to update src/stage0.txt to bootstrap off of the new beta and then remove the stage(0) annotations around the compiler and standard libraries. We can bump the nightly version beforehand, though, I guess.
