Remove the rusti command

It was very fragile and quirky when it did partially work, but at the moment it's completely broken. The tests are disabled, and I really doubt anyone is going to get it working for 1.0. There was a proposal to use fork to allow rolling back, but the runtime is not fork-safe and that strategy would prevent it from running on Windows which I don't think is acceptable.

By the same logic as the rust tool, I agree. I'd be sadder about dropping rusti, but I just don't think we're going to be able to make it work.

It was decided in the weekly meeting today that we should drop the rusti command, updating the title to remove the word "consider"

It'll still be in the git history, but yes, the src/librusti directory and all related makefile rules will be deleted.

I suppose it's easy to compile as an external project if someone decides to take over it? It seems to depend only on libextra, librustc and libsyntax.

@tautologico: it also depends on the linenoise library, and that will likely be dropped from the rust repository
