Include a CI job for cpp/autograd. Split the cpp and python CI jobs.

Include the CI for cpp/autograd.
Tested the cmd and the flow is successful
./run_cpp_examples.sh "get_libtorch,run_all,clean"Started with a fresh Unbuntu, the necessary dependencies are
cmake, g++, make
and MKL.
Without MKL, it reports a linkage error with respect to mkl related libs.
