Release 0.730 planning

I plan to release mypy 0.730 next Thu (Sep 12) and cut the release branch for 0.730 this Fri (Sep 6). This will be the first release where the old semantic analyzer is no longer available.

Please add comments to this issue if you have any PR you'd like to be included. Ideally those PRs should be landed before the release branch is cut, to minimize cherry-picking.

I didn't get around to creating the release branch on Friday. I'll post an update here once I've done it.

I think we want to make sure to include #7497 in the release

I created the release branch based on 41db9a0. The release will likely happen this Friday.

We moved the release to Monday to give us more time to test #7499 in particular.

I will also cherry-pick #7451.
