We want to do a bugfix release with two fixes:

Fix MYPYC_BLACKLIST on Windows #7032 (Fix MYPYC_BLACKLIST on Windows)
Revert "Define functools.partial as overloaded function instead of its own class" typeshed#3077 (Revert "Define functools.partial as overloaded function instead of its own class")

I think doing the release on Monday is fine. Plus it will give me time to get mypyc-ified mypy tested via appveyor.

@gvanrossum if you like, I can also create a branch over the weekend with the typeshed revert which you can use as a release branch.

https://github.com/python/mypy/commits/release-0.711 should be ready now with the two fixes listed above. Typeshed is synced to https://github.com/python/typeshed/commits/release-0.711.
