I'm curious, would this need an issue to be created on b.p.o each time (to make blurb happy) along with a PR to CPython? |

CPython and pip have a close relationship, and it is generally a good idea to ensure that once a new version of pip is released, that we get a PR up to update the bundled copy of pip in CPython.
