REF: Implement CFTimeIndex via pandas ExtensionArray #6129
Description
With pandas#43930 merged, arbitrary ExtensionArrays will be stored directly in a pd.Index, (hopefully) obviating the need for an Index subclass.
The suggestion here is to implement a CFTimeExtensionArray, and once minimum-supported-versions catch up, deprecate CFTimeIndex.
