This PR contains a number of improvements to the irradiance module:

It also increases the minimum pandas and numpy requirements to 0.14.0 and 1.9.0, respectively. This is necessary to avoid some ugly hacks for supporting scalar inputs in a few functions. These releases are around 2 years old, so I don't anticipate that this will be a problem for any users.

It also resolves a problem in which pvlib's minimum requirements were not being properly tested due to Continuum's bad practice of bundling scipy with pandas.
