Scotty server listens on 0.0.0.0

This means that you can talk directly to the Scotty server at compile.purescript.org:8081 without going through nginx, which isn't necessarily a big problem but isn't ideal for logging or security. We should probably make this configurable and default to 127.0.0.1.
