If the es.slm option has been activated on an Elasticsearch cluster with X-Pack security enabled and the user has been created with read_slm permissions, the exporter reports 403 errors.
The API used to list the SLM policies "_slm/policy" requires manage_slm permissions https://www.elastic.co/guide/en/elasticsearch/reference/current/slm-api-get-policy.html
