Include dash & plotly version numbers in Dash dev tools

could either be a new endpoint to retrieve backend version numbers or we could bake the version numbers into the JS bundles somehow

this could be a new menu item in the dash dev tools UI

we could even link to changelogs ("See the latest version and enhancements here: ...")
