just a note to everyone, you can go to: https://circleci.com/gh/pandas-dev/pandas
to see the circleci builds. This is now fully active and should build on all PR's and pushes to master.

all of the core team should have permissions to interact with this (you need to login to circle, and then add pandas-dev/pandas I think).

Just tested that I can restart a build, so I have indeed permissions

note that circle does automatic canceling of prior bukids
