Dependency updates

eslint-plugin-jsdoc is updated to work with Node 17 (it worked before, but had a limited version range in its engines config in package.json).

eslint-plugin-prettier is updated to work with ESLint 8.

eslint-plugin-react is updated to work with ESLint 8.

The jsdoc/check-examples rule cannot be run until eslint/eslint#14745 is addressed.

The jsdoc/no-undefined-types rule can be run now that gajus/eslint-plugin-jsdoc#559 is addressed.
