Is your feature request related to a problem? Please describe.

It occurs relatively frequently that PDL's send out feedback requests to an individual who may not really be able to review the development partner due to not having enough direct work experience or recent enough work experience with them. Current the only way to notify the requestor is to contact them directly offline. Then the requestor has to go in and cancel the request. Without this feature, if the requestor doesn't clean up the requests, the Received Requests queue gets cluttered up with "Overdue" requests and makes it difficult to see active ones that need to be responded to.

Describe the solution you'd like

It would be great to be able to respond to a feedback request directly to notify the requestor of needing to decline the request.

Describe alternatives you've considered

Delete the request - Would be nice to be able to delete the request to clean up your Received Requests queue. However this doesn't necessarily give the requestor nice feedback.

Decline request - Allows the requestor to see immediate feedback that you won't be providing feedback and they can reach out to others for feedback in a timely manner. Declined requests can then be cleaned up like "cancelled" requests.
