This makes it clearer when and how each file is run.
This adds a new check to the postlint script. It will look at a git repo and warn if it is installing a .gitignore file that will match any currently tracked files.
This was helpful when debugging initially, but now if it gets run when the repo has a lot of changes, it makes the tap output difficult to read.
