Based on the extension maintainer documentation, the expected names for Windows archives in pie differ from our current name. This PR updates the name of the ZIP archive to conform to the standard set by PIE. Unfortunately, this means hardcoding the compiler version in our build scripts, but technically this could be handled by
setup-php-sdkusing an action output. For the time being, this solution works to allow testing under Windows.
