DOCSP-35114) Removes files that should not be part of Ops Manager docs (#9)

When copy reviewing this PR, you can check the [current onprem base
excluded
list](https://github.com/10gen/mms-docs/blob/1f864f49e888e6f3c0dfe2c0f2bf966b94756b7b/config/sphinx.yaml#L294)
against the non-include and non-setting files I deleted. The includes
and settings that were deleted were removed to resolve errors (a select
few includes were edited but not removed because they were linked from
other settings or items that should not be excluded). I did not remove
every single include that is not needed for OM, but all top-level
navigable pages that do not apply to OM should be gone after this PR.
