Add loadbalancerIP as a helm parameter (nginx#2766)

Add loadbalancerIP as helm parameter

Problem: Users want to specify load balancer IP when doing a helm install or upgrade.

Solution: Add a parameter loadBalancerIP under service in values.yaml.
