Run and Debug sidebar is opened after debugging a test

Testing #21495

Following linked test setup

1. Open the 'Testing' sidbar and debug a test with a breakpoint
2. continue when the breakpoint is hit
   🐛 sidebar switches to 'run and debug'

This works as intended as we want to show the debug panel after selecting to debug a test. Thanks!
