Create environment command fails due to ENAMETOOLONG

Behaviour

When trying ot install many requirements files, the create environment command fails because there are too many file names sent to the command

Steps to reproduce:

1. Clone https://github.com/Azure/azure-sdk-for-python/
2. Run the Create Environment command
3. Select all dependencies

Diagnostic data

• Python version (& distribution if applicable, e.g. Anaconda): 3.11.3
• Type of virtual environment used (e.g. conda, venv, virtualenv, etc.): Venv
• Value of the python.languageServer setting: Pylance
