Pylint cannot be disabled

Issue Type: Bug

Steps to reproduce:

1. Navigate to "Python: Enable linting" in Command Palette
2. Disable linting by turning it off
3. open a file with ".py" extension
4. You will still see squiggly red, yellow lines in the file even though you have disabled linting.

Extension version: 2020.5.80290
VS Code version: Code 1.45.1 (5763d909d5f12fe19f215cbfdd29a91c0fa9208a, 2020-05-14T08:27:35.169Z)
OS version: Windows_NT x64 10.0.18363

Do you use Jedi or the Language Server (what is the value of "python.jediEnabled")? What is the value of the python.languageServer setting?

Can you also copy the output for Python in the Output panel (View→Output, change the drop-down the upper-right of the Output panel to Python)?

1. The language server that I use is Microsoft and I do not use Jedi.
2. The value of python.jediEnabled is False.
3. The value of python.languageServer is Microsoft.

Sorry for the delay!

I couldn't replicate your issue with the MPLS and linting disabled: if I set "python.linting.enabled": false in my settings.json then there are no squiggly lines:

Do you have a test repo (including the .vscode folder) I could use to try and replicate your issue?
