Print current TypeScript info at top of the TS Server log

**Feature Request**
For debugging purposes, it would be helpful if the TypeScript server could print some basic metadata at the top of the tsserver.log file.

Some basics to include:

* TypeScript Version
* TSServer Path
* TSServer command line arguments
