Fix Vision project name to match the libraries and features

This pull request includes changes to the 03-CoreGenerativeAITechniques/src/CoreGenerativeAITechniques.sln file to add new projects and configurations. The most important changes include adding two new projects and updating the solution configurations to support additional build platforms.

Project Additions:

• Added the Vision-03MEAI-AOAI project.
• Added the Vision-04MEAI-AOAI-Spectre project.

Configuration Updates:

• Added support for x64 and x86 build platforms in the SolutionConfigurationPlatforms section.
• Updated ProjectConfigurationPlatforms to include x64 and x86 configurations for existing projects.
• Linked the newly added projects to the Global section.
