I have installed fresh magento 2.1.0 with sample data and check in admin below path.

Store > Configuration > General > Design : only " Search Engine Robots" other tabs not showing.

This issue has been reported a million times before, so please before creating a new issue, try searching for existing ones instead :)

Anyway, the configuration has been moved to Content => Design => Configuration

Please close the issue, since it's a duplicate of #5240
