Steps to reproduce (*)

1. Install Magento 2.3.0 CE via composer; instructions here: https://devdocs.magento.com/guides/v2.3/install-gde/composer.html
2. Setup currency as per this guide: https://www.cloudways.com/blog/magento-2-configure-currency/
3. Select EURO and USD for example
4. Go to Admin > Stores > Currency Rates
5. Select Currency Converter API in the dropdown and click the import button

Expected result (*)

Error free currency update.

Actual result (*)

Notice: Undefined index: USD_EUR in /home/httpd/magento/vendor/magento/module-directory/Model/Currency/Import/CurrencyConverterApi.php on line 91
