[2.1.10] Mini-cart still shows items after checkout is complete.

After an order is placed and the user is presented the success page, the cart icon in the header still shows product count, and the minicart still has items in it.

This is has been reported here before, and has been marked as fixed, but I am still seeing this in 2.1.10. (PHP 7, Centos 7, Apache, MariaDB).

This is reproducible 100% just by placing a test order.

Here's a few. In the last link it was marked as fixed in 2.2.0 and 2.1.9 but I'm seeing it in 2.10.

To reproduce all you have to do is add a product to the cart, and step through normal checkout (I did pay by check). Store config is M2 2.1.10 with the default Luma theme, running on CentOS 7.3 and PHP 7.

the bug is reproduced on 2.1.9
"detailed steps to reproduce" : just place order with PayPal Express (Sandbox mode is enough)

1. Login with existing Customer account;
2. Put any product into Shopping Cart;
3. Go to Checkout Page
   ....
4. choose PayPal ... enjoy the process

As a result: the success Page with not cleared Quote
