[CIR] Reformat Ops to use common CIR_ prefix and definition traits style (#148865)

- This adds common CIR_ prefix to all operation disambiguating them when used with other dialects. - Unifies traits style in operation definitions. This mirrors incubator changes from llvm/clangir#1741
