Support earliest_utc_timestamp_query for multi-column partitions

Right now the `earliest_utc_timestamp_query` configuration value can only take a single parameter. Until we support all supported tables for that, we can't proceed with #51 to switch to only DB queries for timestamp prediction, and stop renaming partitions.
