Add more JsonRawValue encode/decode impls. (#3859)

* Add support for `Box<JsonRawValue>` types.

This allows keeping structs that implement FromRow lifetime-free,
previously you had to use `&'a JsonRawValue`.

```rust
struct Foo {
    bar: Box<JsonRawValue>,
}
```
