This PR leverages of WMI interfaces to replace the PowerShell functions for SMB NewSmbGlobalMapping API,
It improves the overall performance of csi-proxy.
Partially for #193

Hi @laozc. Thanks for your PR.

I'm waiting for a kubernetes-csi member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.

@andyzhangx This PR contains the change for NewSmbGlobalMapping.
I verified it in my lab with a non-domain credential.
Are there more test cases Azure CSI drivers could cover?

This PR is separated from #378
which does not migrate the method NewSmbGlobalMapping.
#378 could be merged first after it passes tests.
