Cleanup the Wiki

There is some content duplicated by the wiki that can be removed, and some other content that could maybe find a better home.

The following pages now live on the website and can be deleted (or replaced with a re-directing link):

The publication process is currently in the wiki making it out of out-of-tree from the source it covers. This both makes the content harder to discover and makes it harder to track the historical association of what process was used with which release. An easy solution would be to revert 49f6b0d putting the content in CONTRIBUTORS.md. See also #371.

After the above, two pages will remain on the wiki (both of which may need updating).

I've made all three of those wiki pages just link to the web site. Give it a few months and then we can remove the stub wiki pages.

The other two pages are informal notes for discussion and are exactly where they are supposed to be, doing what they are supposed to be doing.

The publication process is a different concern with different stakeholders and needs its own issue, so I'm going to close this one.
