Bumps the minimum Go module to 1.23.0 to allow for all patch versions in 1.23. Toolchain is using the latest 1.23.7
This PR also contains a couple dependency bumps for various Go std library updates which were recently bumped to Go 1.23 🙂
I also duplicated the changelog here since we're planning on doing an alpha release where I'd like this notice to appear, as well as in the future stable
v2.37.0
